PFS Software: You may use the PFS software to enter information on your personal financial statement (Form PFS).  You may not, however, submit the form electronically. After entering information in the PFS software, you must print the form to complete the signature, notary, and affidavit section.  You may then file the form with the Ethics Commission by mailing the report to the Ethics Commission at P.O. Box 12070, Austin, Texas 78711-2070, or hand-delivering the report to the Ethics Commission offices at 201 E. 14th Street, Sam Houston Building, 10th Floor, Austin, Texas 78701.

Certain local officers may be required to file the personal financial statement with a local filing authority.  These filers DO NOT file with the Ethics Commission.

Some Features of the PFS Software: The PFS software can be downloaded to your computer enabling you to create a PFS report on your computer at any time before the filing deadline and then access it as many times as necessary to add or change required information as it becomes available during the year. Once you have downloaded the PFS software to your computer and completed Form PFS, you can save it to your computer before printing it out to complete the signature, notary, and affidavit section and mail or hand-deliver it to the Ethics Commission. This feature of being able to save a report enables you to have a copy of each PFS you file with the Ethics Commission available on your computer for future reference.

The PFS software also allows you to enter information without having to insert multiple pages of the same part of the PFS. For example, if you have to report stocks on Part 2 of Form PFS, on the paper form there is space to add five business entities, and if you have more than that, you have to insert enough pages of Part 2 to allow you to enter all applicable business entities. The PFS software allows you to enter as many business entities as necessary without inserting multiple pages.

Another feature provided by the PFS software is the "not applicable" checkbox at the top of the page. When a particular part of the PFS is "not applicable" to you, just click in the box at the top of the page. When you have completed data entry on Form PFS and are ready to print the form, any pages that have been marked "not applicable" will not print out. Instead, you will get a single-page list at the end of Form PFS indicating which Parts were marked "not applicable." You should review this list for accuracy as it will be submitted with all other Parts of Form PFS that you filled out.

Form PFS Cannot Be Submitted Electronically: After you complete the form, you must print it out to complete the signature, notary, and affidavit sections, and then mail or hand-deliver it to the Ethics Commission.

General Instructions on Using the PFS Software


After installing the PFS software, look for this shortcut icon on your desktop. 

Double-click the icon to open the PFS software.

To start a new report, click the “ADD REPORT” button to the right of the window.
Each window in the PFS software corresponds to the pages in the paper form and information is entered using a combination of text fields and check boxes. 
NOTE:  The grid at the top of each window is for informational purposes only and displays the data you have already entered.
You must click the “SAVE” button at the bottom of the window to save the information you have entered.


Click this arrow at the bottom of the window to move to the next section.

To return to the main menu at any time during data entry, click the “Main Menu” button at the bottom of the window.  You can complete your report at your convenience.  Until you have filed the report with a completed affidavit, you may return to the report at any time to make changes or additions as needed.

When you have completed entering data on the PFS report and you are ready to quit, be sure to save your information. Remember that you may not submit the form electronically. Once you have completed the report and saved the information, you should print the form, sign it, complete the notary and affidavit sections on the last page and then mail or hand-deliver the form to the Ethics Commission. To close the PFS software, click the "QUIT" button on the main menu.
