January 15, 2013, Deadline for Filing Campaign Finance Reports
Who is required to file?
Candidates, officeholders, and political committees (except for political committees filing monthly) are required to file the appropriate report. Former candidates and former officeholders who have filed a final report and who have retained unexpended contributions are required to file Form C/OH-UC. Legislative caucuses are required to file Form LEG. State chairs and county chairs of political parties that accept or maintain contributions from corporations or labor organizations are required to file Form PTY-CORP.
Period Covered: The report due January 15, 2013, covers a period beginning on the day after the period covered by the last filed report and continuing through December 31, 2012. If this is the first campaign finance report that you have filed, the beginning day is the day the campaign treasurer appointment was filed.
Electronic Filing: Campaign finance reports must be filed electronically unless the person qualifies for the exemption. For details, see www.ethics.state.tx.us/whatsnew/elf_filing_info.htm. When filing electronically, please wait for a confirmation number. If you do not see a confirmation number, the report has NOT been filed.
Campaign finance report filers ARE REQUIRED to upgrade to the latest version of the electronic filing software, TX-CFS 3.4.5, to be in compliance with current reporting requirements. Your current software should automatically prompt you to upgrade to the latest version. If it does not do so, or if you attempt to file with software that has a version number less than TX-CFS 3.4.5, your filing will be rejected. We encourage you to upgrade as early as possible so that if you experience problems, our technical support staff will be able to assist you. Over 40% of filers wait until the last day to file their reports. If you choose to upgrade your software close to or on a filing deadline, you may not be able to reach the staff for assistance due to heavy call volume. Remember, you can file this report beginning on January 1. ATTENTION MAC USERS: The Commissionís online filing system does not support Safari version 3.1.2 or higher. Use a lower version of Safari or a different web browser, such as Firefox, to file your report.

Local Filers: Local candidates and officeholders who have a campaign treasurer appointment on file MUST file the semiannual report even if there is no activity to report. However, local officeholders required to file with local filing authorities who DO NOT have a campaign treasurer appointment on file AND who DO NOT exceed $500 in political contributions or political expenditures for the reporting period are not required to file the semiannual report.
